BACKGROUND
League of Champions will be entering its 3rd year in 2016. The league will consist of 16 teams divided into 4 divisions. 8 teams will make the Road to Glory Playoffs for the championship. However, all teams will play during the playoffs for draft order position. Draft order for the following year (2017, 2018, etc.) will be determined by how you finish in the playoffs the previous year. The league will have an annual fee of $25 with a discount for the bottom 4 teams. Teams will all have the same salary cap to manage their roster of players. Teams will assign contracts based on actual salary cap hit for each player.
ACCOUNTING
The league fee will be $25 for 2016. The annual fee must be paid before any transactions can be completed for the following fantasy season. The fee due date will typically be mid-January. The top 3 places receive payouts (1st: $150, 2nd: $75, 3rd: $25). Each division winner will receive a payout of $25. There will be a $50 pool setup to offset the cost to poor performing teams for the following year. The following discounts will be applied for the following places: 16th=$20 (pay $5), 15th=$15 (pay $10), 14th=$10 (pay $15), 13th=$5 (pay $20). I will be handling the MFL league fee and custom website fees at no additional cost to the other team owners. If a cost arises that I am unable to cover I will bring it up to the league for discussion and if necessary a vote. The league website for the new season should be available for purchase from MFL soon after the Super Bowl. The league fees will be handled through PayPal. The $50 league pool will be setup and maintained in PayPal. My PayPal email address is soccer27playa@aol.com. There will be no refunds after you have agreed to the charter and paid your league fee. If you quit or abandon your team you will forfeit the fee which will be applied towards the MFL site cost after a new owner is found and pays their fee.
FUTURE YEARS’ TRADING
If a team would like to make a trade or transaction involving a future years’ draft picks then they are required to pay that future years’ fee. If they do not pay that future years’ fee then the trade will be invalidated and reversed.
DIVISIONS
The league will have 16 teams divided among 4 divisions (Shula, Lombardi, Halas, and Landry). Placement within these divisions will be based on the previous year’s final standings (Shula: 1,8,9,16; Lombardi: 2,7,10,15; Halas: 3,6,11,14; Landry: 4,5,12,13). These divisions are based on 4 tiers and will provide competitiveness and balance. The divisions will be realigned each year.
DRAFT
The draft order will be determined based on the previous year’s standings as stated in the background section of the charter. The draft will begin once all teams agree to the league charter and have paid their league fee. The annual draft is scheduled to begin one week after the Super Bowl as long as the league has all owners paid and the league website has been purchased. The 2016 draft is set for 2/14/15 beginning at 12:00 PM EST. There will be a 20 (approximate) round NFL veterans draft using the order determined from the previous year’s playoff results. There will be an 8 round rookie only draft starting 1 week after the NFL Draft annually. The draft order for the rookie draft will be the same as the NFL veteran’s draft. There will be a 24 hour running clock and if you don't make your pick you will be skipped and the next owner may make their selection. You can turn in your pick at any time after being skipped but picks made will not be undone to accommodate late picks.

HELMETS/TEAM NAME
Each team will receive a custom helmet made using their input on color and image/mascot. Team names should be location and mascot similar to NFL (Cincinnati Bengals, Ohio Hooligans, Detroit Terror, etc.) If at any time you would like a new helmet please let me know and I will do my best to accommodate. I am not a graphic designer so please understand I am doing this with limited technical experience and for pure fun. If you would like to change your team name you must do it before the new year starts and you cannot change again until after the end of the fantasy playoffs.
ROSTER
You will start 20 players (QB, RB, RB, WR, WR, WR, TE, PK, DT, DE, DE, LB, LB, LB, LB, CB, CB, CB, S, S). You will have 5 IR spots for players on the official NFL IR list. You will have a total of 58 players on your official roster. Rosters will be comprised of rookies and veterans. Rosters will be filled via the veteran draft, rookie draft, free agency, and trading. You should always have 58 players on your roster and up to a maximum of 5 players on IR. You will never have less than 58 players between the active roster (starters and bench players) and IR players. You can have a maximum of 63 players between active roster (58 players) and IR (5 players).
PRESEASON ROSTER EXPANSION
Teams will draft up to a maximum of 70 players during the preseason. These players will remain on the roster until the official cut down date of June 1, 2016. If a player that was drafted in the preseason is cut there will be no cap penalty. If a player that is cut is currently under contract then the team will incur a 25% cap penalty for each remaining year of the contract. On the cut date teams must assign their players contracts and be within contract years’ limit, salary cap, and player number. We will use an 8 round rookie draft and 20 round veteran draft to fill teams. Once you hit the 70 player max the rest of your picks will be skipped as you cannot go over the max number of players. If you need more than 20 veterans you will be allowed to pick free agents after all 20 rounds have completed. You will notify the commish of who you want to pick up. This will be on a first come first served basis if multiple teams need free agent pickups.
DEFENSIVE FORMATION OPTION
Teams may choose to have a 4-3 or 3-4 defensive formation. Teams must always start 1 DT (defensive tackle) in each formation and at least 3 LBs (linebackers).
PLAYER DROPS
If a team needs to drop a player to activate an IR player then they can drop a player without using the waiver system. This is the only time a player should be dropped outside of using the waiver system.
SALARY CAP
Each team will have a hard cap of $143.28 million for the 2016 season with an annual increase depending upon the NFL salary cap and inflation. This will be decided upon prior to the draft of the following year. The salary information we will use for the 2016 season will be the salaries available at www.spotrac.com and you will use the 2015 CAP HIT. The minimum salary for players not listed on the website will be based upon their years of experience in the NFL (Rookies: $435,000, 1: $510,000, 2: $585,000, 3: $660,000, 4-6: $745,000, 7-9: $870,000, 10+: $970,000). These are minimum base salaries for 2015 (don't include signing bonuses, roster bonuses, or other performance based incentives). When a player is placed on IR 100% of their salary still applies to their team. When a player is dropped then 50% of that player's salary still applies to the dropping team for that year and each year of their remaining contract.
CONTRACTS
Each player will need a contract assigned to them by the official cut date. You will have 162 contract years available each year for your team. Your contract years will include current contracts, veteran draft picks, and rookie draft picks for a total of 162 contract years. After the NFL regular season has concluded, players with expiring contracts will be released to the free agent pool. These players will become available to be drafted in the veterans draft for subsequent years. The rookies drafted in 2015 will become veterans in 2016 but will still have their rookie contracts. When dropping a player with remaining years on their contract you will be charged 50% of their salary for the remaining years of their contract.
Veteran players can be assigned 1,2,3,4 or 5 year contracts. Rookie players can be assigned 2, 3 or 4 year contracts.
FRANCHISE TAG
Teams will have 1 franchise tag to use on a player with an expiring contract each year. This tag will allow the team to keep the player at the franchise tag price for that year. After that year the player cannot be tagged again and will enter free agency. If that player is traded during the season they may be tagged by the new team the following year. The tag amounts may change annually with the official NFL tag amounts.

WAIVERS
The league will use a worst to first waiver system reset weekly. Waivers will run twice a week. The first round will start on Tuesdays at 8 AM and process at 11 PM on Wednesday. The second round will start at 8 AM on Friday and process at 11 PM on Saturday. Times are in the Eastern time zone.

PLAYOFFS
8 teams will make the playoffs for the championship. The 4 division winners will be the top 4 seeds followed by the next best 4 regardless of division. Playoff seeding will follow the standings tiebreaker procedures. All teams will play during the playoff rounds for draft position and league payouts.
HOME FIELD ADVANTAGE
During the playoffs, higher seeded teams will receive a home field (points) advantage. The first round the higher seeded team will receive 10 points. The second round the higher seeded will receive 5 points. The third (championship) round neither team will receive a points advantage.
RETIRING PLAYERS
If a player retires before their contract expires and before the season starts you may drop that player without penalty. If they retire during a season then you will be charged 50% of their salary for that year and if they have future years those will be without penalty.
SCHEDULE
13 Week regular season - Each team plays divisional opponents twice and 7 non-divisional games. Playoffs will last for 3 weeks ending in week 16.
NEW OWNER PRE SEASON CUT OPTION
New owners will have the option between the end of the playoffs and the veterans draft to drop players to get their total roster size down to 47 players. If the team has 47 or fewer players then they are not eligible to cut any players. They may cut as close to 47 total players as they choose but cannot cut once the veterans draft has begun. Each cut will carry a 25% cap penalty for each remaining year of that player’s contract.
IN SEASON TRANSACTIONS
When trading players the contract follows the player. So if I receive a veteran player with a 5 year contract I inherit that contract length and salary. Same for the other team involved meaning they inherit the other veteran player's contract length and salary.
When you drop a player you will take the required cap hit but you can sign the veteran FA you pick up to any contract length (1-5) with their 2015 cap hit salary. You can assign a rookie FA a contract of 2-4 years at the minimum rookie salary ($435000).
If you go over your contract years for the current year due to picking up FAs or a trade then you will have fewer contract years the following season.

WAIVERS
The league will use a worst to first waiver system reset weekly. Waivers will run twice a week. The first round will start on Tuesdays at 8 AM and process at 11 PM on Wednesday. The second round will start at 8 AM on Friday and process at 11 PM on Saturday. Times are in the Eastern time zone.

PLAYOFFS
8 teams will make the playoffs for the championship. The 4 division winners will be the top 4 seeds followed by the next best 4 regardless of division. Playoff seeding will follow the standings tiebreaker procedures. All teams will play during the playoff rounds for draft position and league payouts.
HOME FIELD ADVANTAGE
During the playoffs, higher seeded teams will receive a home field (points) advantage. The first round the higher seeded team will receive 10 points. The second round the higher seeded will receive 5 points. The third (championship) round neither team will receive a points advantage.
RETIRING PLAYERS
If a player retires before their contract expires and before the season starts you may drop that player without penalty. If they retire during a season then you will be charged 50% of their salary for that year and if they have future years those will be without penalty.
SCHEDULE
13 Week regular season - Each team plays divisional opponents twice and 7 non-divisional games. Playoffs will last for 3 weeks ending in week 16.
NEW OWNER PRE SEASON CUT OPTION
New owners will have the option between the end of the playoffs and the veterans draft to drop players to get their total roster size down to 47 players. If the team has 47 or fewer players then they are not eligible to cut any players. They may cut as close to 47 total players as they choose but cannot cut once the veterans draft has begun. Each cut will carry a 25% cap penalty for each remaining year of that player’s contract.
IN SEASON TRANSACTIONS
When trading players the contract follows the player. So if I receive a veteran player with a 5 year contract I inherit that contract length and salary. Same for the other team involved meaning they inherit the other veteran player's contract length and salary.
When you drop a player you will take the required cap hit but you can sign the veteran FA you pick up to any contract length (1-5) with their 2015 cap hit salary. You can assign a rookie FA a contract of 2-4 years at the minimum rookie salary ($435000).
If you go over your contract years for the current year due to picking up FAs or a trade then you will have fewer contract years the following season.
